As posted at https://mail.python.org/pipermail/python-dev/2019-February/156229.html, add support for the Windows ARM32 platform. This is related to issue33125, but we are doing ARM32 first before considering ARM64. Paul Monson (Paul.Monson at microsoft.com) is implementing the support and will be the primary contact for Windows ARM32 support.
